Paul, Leah, take note:  Contribution means you give something away that cannot be taken back.  A loan to a campaign is a loan and will be repaid if any other funds are raised.

If you respect your readers’ intelligence you cannot tell them Peach is leading in contributions.

He is loaning his own money to his own campaign.  This does not amount to widespread support as you attempted to infer.

Peach is out there  by himself folks.  The local Republican Party could cough up only $500 for Peach’s campaign.  At the recent Quileute Days in La Push, Peach was a pitiful figure standing alone in the parade staging area with his campaign sign at his side and no one to talk to.  During the half hour the parade was waiting to start Peach stood alone.  The only people who came up to speak to him were the other candidates.  Why is the daily paper trying so hard to stuff Peach down our throats again?  Why is the daily paper even writing slanted news stories.  These type endorsements, which is what they are, should be on the opinion page instead of passing them off as straight news.

Here we are in the closing days of the primary campaign and Peach has raised a paltry $750 and loaned his campaign $20,000 of his own money.  Even his buddies in the timber industry did not show up.  Maybe they will if he makes it past the primary.

No wonder he lacks local support.  After living in the Beaver area for years he recently stated at a candidate forum, “Forks has no radio station.”  In fact KBDB, Twilight 96.3, is a wonderful radio station supporting the business community and the “Twilight” craze across the county and even into Europe.

KBDB has done a heck of a lot more for the West End than has Peach.

With ballots in the home and postage paid it’s time to fill them out and determine what kind of community we will inhabit in the coming years.

A few minutes viewing will help your decision-making. What you will hear is two stalwarts droning on about their experience, their connections, their acronyms, their certainty that they know the job and how to do it. Now look at where we are after the last two decades of their “certainty.”

The average income, county wide, is at minimum wage. Storefronts are going vacant. Jobs are scarce and of low-pay. We have no permanent and reliable water supplies.  The county has spent millions on “economic development.” Their effect on the local economy has been nil.  The economic effect on selected insiders has paid off handsomely.

Commissioner Peach spent $8 million on his Business Incubation Project. No businesses were “incubated” and no jobs created—except his, and a few cronies. When they tapped-out the taxpayers it was decided to shut out the lights and walk away. One problem. They had a debt of $750,000. Peach, and other fixers devised a method to first thrust this debt on the local school district, knowing it would then be shifted over to the Clallam County Taxpayers. We are now servicing his debt to the tune of $48,000 per year.

At each of the candidate debates Peach pronounces, “I will never vote for a tax increase.” He’s right no one got to vote on his dumping his debt on the taxpayers—he just did it.

Add to that his penchant for bullying other elected officials at the courthouse. Early on demanding the Treasurer be investigated for the crime of protecting the people’s purse. He’s putting heat on the Department of Economic Development, interfering with their responsibilities and decision-making.

He wants to put elected officials under the county’s “Personnel Policy.” The original Charter Committee plainly stated, ‘elected officials answer to the voters.” Peach wants to have them under the thumb of the commissioners. Ignoring they have different constitutional duties and are not answerable to commissioners except for proper funding.

Likewise, he wants to start up a whole new county financial department with its own CFO and staff, answerable only to the commissioners. The plan will elbow-out two constitutional officers, the Auditor and the Treasurer. All financial control of the county treasury will rest in any two commissioners.

Their current contract with the acting treasurer includes a gag order, threatening criminal penalties.

We need a change. I have worked hard to bring many good things to this community. I have ideas and energy, much in demand. I believe the way we are spending money for job creation is outrageous and ill conceived. I want us to become energy independent, have jobs that cannot be off-shored or done by robots. I want to help create an environment that supports entrepreneurs and independent job creation.

I want to unite the varied communities in the 3rd District and work for solutions to problems that vex us all primarily, a permanent reliable water supply, for everyone.

I may not be the best man for the job but I am the best on the ballot.  Watch and see…

In reference to the Peninsula Daily News (PDN), July 18, 2018, “the board’s efforts to create a finance department. Commissioner Peach said that; “the county currently doesn’t have a system that marries revenues and costs”. It appears that he left out the FACT that Clallam County Administrative Manual includes POLICY 502: Clallam County operates a comprehensive financial and property management system. The application is provided under contract with Eden Tyler Technologies and is known as EDEN.

“The system includes modules such as general ledger, accounts payable, accounts 
receivable, purchasing, budget preparation, project accounting, fixed assets, inventory, human 
resources, payroll, employee training, parcel manager, and special assessments.”

The purpose of this policy is to: 
Establish guidelines for the administration of the County’s electronic financial system 
Assign responsibilities 
Provide consistent methods and processes for accomplishing tasks within the financial 

This EDEN system is also required in the Clallam County Administrative Manual under; GENERAL FINANCIAL POLICY 500, Section 9.3 Comprehensive Accounting System:  
A comprehensive accounting system will be maintained to provide all financial information necessary to effectively operate the County. All departments are required to utilize the accounting and financial systems designated by the Administrator”, (Budget Director/Financial Systems Administrator).

The commissioners “authorized” some departments to “utilize alternative accounting or financial systems” including budgetary systems that are NOT EDEN. WHY?

Why are “Departments authorized to utilize alternative accounting or financial systems, including budgetary systemsother than EDEN?  Shouldn’t ALL departments be utilizing a single county system, EDEN?

In the July 20, 2018 PDN article; “The board has discussed the possibility of splitting the function of the county administrator into two positions: a county executive to oversee day-to-day operations and a chief financial officer who would oversee the budget. They left out the FACT that the County Administrator’s “functions” are already split into two positions; The County Administrator and the Commissioners’ Budget Director/Financial Systems Administrator, who is assigned overall responsibility and authority for the EDEN financial system operations and security.

The Clallam County Home Rule Charter Article 4 Section 4.20: Powers and Duties 
All other elected officials shall exercise the powers and duties of their 
respective offices as provided by law. All elected officials and their 
departments shall utilize the personnel, budgeting, purchasing, property control 
and records management systems established by the Commissioners through 
ordinance. That would be the EDEN comprehensive financial and property management system.

Why is Section 4.20, being deleted by the proposed Charter Amendment?  WHY?

Since Clallam County alreadyoperates a comprehensive financial and property management system, known as EDENand has a Budget Director/Financial Systems Administrator responsible for EDEN; Why not re-assign the Budget Director/Financial Systems Administrator and EDEN from the County Administrator to the Elected Auditor, Treasurer or Assessor, since they will still be personally and legally responsible for county assets and funds?

Why does the Board of Clallam County Commissioners, find the situation is so dire, that they need a Charter Amendment, to create the Department of Finance and Chief Financial Officer, before the Charter Review Committee meets in 2019?  WHY?

Note that we have chosen not to make endorsements in some of the other local and state races.

We are a political action group, which emerged out of the 2016 Presidential Primary Season. Many of our members met, at that time, and we have continued to work collaboratively, with our friends and activists in Jefferson and Grays Harbor Counties…on the issues which brought us together, to support Bernie Sanders for President.

We (OPP) have sponsored two events during this election cycle: Candidate Search event, in Forks, WA, in April 2018, and 2018 Candidates’ Forum, held in Port Angeles, on July 13, 2018; both of these events were advertised in the Peninsula Daily News (and Forks Forum).

Our next event, “2018 Progressive Candidates’ Forum”, is planned for this coming Friday, July 27, at the Gardiner Community Center, in Sequim, WA; doors open at 5:15 PM, candidate speeches start at 6 PM.

The event will be videotaped by: papaonline.tv-for future viewing, on-line.

We will submit our future event, for your on-line calendar, but really wanted to get the word out about our endorsements, as soon as possible.

I just saw a local ad on the Steven Colbert Late Show.  The ad aired at
11:48 PM.  It says that on Thursday (tomorrow) on the 5 PM Kiro 7 news
the Kiro 7 Investigates is doing an expose on Mark Nichols sexual
harassment lawsuit.  And, the way they laid it out, so viewers would tune
in is:  They tell how a judge postponed the case so that voters wouldn’t
know about it before they vote for the County prosecutor.  And, they had
a brief interview with the woman he harassed (his former office manager) saying that he has ruined
her life.  They also were interviewing some man and saying “shouldn’t
the taxpayers know about this before they vote?”  I knew it was Nichols
because they showing a photo of our county courthouse.

I have set my DVR to record it.  You might consider watching it too.
They say it is on Thursday during the 5 PM news show on Channel 7.
